FBI agents arrested Edward Dubrovsky, 54 — former COO and founder of Canadian ransomware-negotiation firm CYPFER, now affiliated with CyberSteward — in Pennsylvania on 8 October, on charges of conspiracy to threaten the confidentiality of information with intent to extort money and conspiring to commit Hobbs Act extortion, per federal court records posted 10 October; the core complaint is sealed. The arrest was not publicly announced by the FBI but aligns with FBI Director Kash Patel's statement that the bureau had arrested "another suspected co-conspirator" of ShinyHunters, the group behind the breach of FBI systems via the FBIJobs.gov portal that exposed personal data on thousands of employees. KrebsOnSecurity reports the suspect was visiting the NetDiligence Cyber Risk Summit in Philadelphia, where CYPFER was a lead sponsor; the case has been moved to the Eastern District of Texas, the investigation's new epicentre. It follows last month's Dutch arrest of Pepijn van der Stap and the detention of the group's "Rey" (Saif Al-din Khader), who is cooperating. Charges against principals at other negotiation firms may be forthcoming.
